Why can’t Obama pick and choose which bills he pays now, and which he pays with IOUs? If he said, loudly and repeatedly, that all bondholders would be paid, all Social Security and Medicare benefits would be paid, but that certain pet projects and programs (e.g., defense contractors) of obstructionist Republicans would receive IOUs, how long do you think it would take before the pressure on them would become unbearable? I think only a matter of days.
